`externalip=...onion` ignored when onion/prox not set

Description

My bitcoin.conf says `externalip=....onion` (among a few other IPs) but `localaddresses` in `getnetworkinfo` only lists the non-onion IPs. I assume this may (or may not) have to do with the fact that no `onion`/`proxy` is configured - the node doesn't have the ability to make outbound tor connections, but that doesn't mean anything for inbound onion connections.
